Bullies might be restrained by punishment. But as Elder Robbins of the Seventy put forth so powerfully in his conference talk on “being” vs “doing”, it is one of the great truths taught by Alma that “the preaching of the word had a great tendency to lead the people to do that which was just—yea, it had had more powerful effect upon the minds of the people than the sword” (Alma 31:5). The ideal is for hearts to be changed, such that they have “no more disposition to do evil.”
